Patch update 30 for Windows ES7.1 R2 (setup_es7.1_release2_win32).

• Fixed a crash in the polymerge command relating to coincident vertices at derived intersections.
• Adopted the latest png image library (1.6.10).
• Added the -rev switch to the interactive blow command to enable the actions of up/down mouse movement to be reversed.
• Added the ability to send commands to another running Fire process via the open -peer command, and channel.command, channel.evaluate functions.
