Patch update 15 for Windows ES7.1 R2 (setup_es7.1_release2_win32).

• Fixed a problem where https downloads (download,httpget,httppost) did not always work through a proxy.
• Fixed a problem whereby a window lost its z-order value after a window from another application was activated.
• Fixed a problem in the edgemerge command which did not handle properly multiple intersections along an edge.
• Added the -g switch to the edgemerge command to record changed entities in a group.
