Patch update 17 for Windows ES7 (setup_es7_release1_win32). This includes patch updates 1 through 16.

• Fixed a problem where a string identifier used as a macro file name with parameters was not parsed correctly during the exec command.
• Fixed a problem resizing a graphic window’s .layers array which sometimes repositioned array elements incorrectly.
• Fixed a problem introduced in 7.00.23 which sometimes prevented access to panel members of the monitor window menubar.
• Removed the conversion from single quote character (‘) to the sequence ' in the html_encode function. This is no longer valid in HTML 4.
• Added a tag to the wcloth xml schema for missing tiles in tile sets.
