Patch update 3 for Windows ES7 (setup_es7_release1_win32).
This includes patch updates 1 and 2.

• Fixed a memory leak in the xmlread command.
• Fixed the inability to vary the addition of scrollbar on panel sub-windows.
• Fixed a parsing error within vector blocks (e.g. lines { } ) whereby relative point phrases (e.g. w:dimension) were thrown out as errors.
• Fixed a serious memory leak during text rendering which resulted in subsequent random crashes during graphic window repaints.
• Fix the problem where vectors did not draw during pseries in a graphic window with double-buffering enabled.
