Whether identifier names in the language are restricted to the international ASCII character set.
If the value of this identifier is 1, identifier names may only contain the following characters:
A-Z, a-z, 0-9 and underscore.
If the value of this identifier is 0, identifier names may contain the above characters, plus ideographic or phonetic characters or any other characters defined as alphabetic by the current locale.
