Patch update 21 for Windows ES7.1 R2 (setup_es7.1_release2_win32).

• Fixed a crash when accessing dbstructure members of customised objects (e.g. database, window, channel).
• Fixed a crash executing a macro with command line length greater than 3000 characters.
• Fixed a crash when sometimes deleting atables which contained customised object classes.
• Tightened up file-in-use checks when attempting to delete structure and class definitions.
• Change the default tolerance for the ebuffer command.
