Patch update 18 for Windows ES7.1 R2 (setup_es7.1_release2_win32).

• Fixed a failure to trap out illegal access of static class members.
• Fixed incorrect parameter passing when executing static class member functions. Static functions do not need the object as first parameter.
• Fixed an inaccuray in the ebuffer command for obtuse-angled internal corners.
• Added the traceback command.
