Patch update 7 for Windows ES7.1 R2 (setup_es7.1_release2_win32).

• Added suppport for future Xmarc fastcgi web services.
• Added the db.query function for stateless services (i.e. fastcgi).
• Fixed a problem whereby node and polynode entities were ignored during an epick operation.
• Fixed a problem in the polygonize command, which sometimes did not work for entity co-ordinates with non-zero z values.
• Fixed a problem whereby passing a local blob as a file parameter to a function/procedure sometimes did not work correctly.
• Fixed a problem whereby url authentication to the same domain was sometimes prompted for twice.
• Fixed a problem whereby url decoding in the download comand was sometimes erroneously performed twice.
