Patch update 8for Windows ES7 R2 (setup_es7_release2_win32).
Includes Patches 1 through 7.

• Fix a problem whereby the extents function did not work correctly for glabel and node entities when called within a suppress block.
• Fixed a problem, on Vista and later, whereby the interactive moving/resizing of a window did not invoke the window.move/.resize callbacks (caused by a change in Operating System behavior).
• Fixed a problem whereby an attempt to assign the .outline attribute of a markerstyle did nothing.
• Fixed the problem whereby loading an atable file containing blobs sometimes resulted in corrupt blob contents.
• Added the ability to define the earth radius via tags in projection entries in the $MXSYS/etc/projections.xml file.
• Fixed the bug which failed to create correct copies of longlat projections.
• Fixed a problem in startup macros which issued error messages during help system initialization.
